Cook Inlet Region, Inc. was incorporated in Alaska in 1972 and is headquartered in Anchorage, Alaska. CIRI is a for-profit corporation owned by more than 7,300 Alaska Native shareholders.

Eligible students must have and maintain a GPA of 2.5 or above. They must also attend an accredited college or university. They may pursue the following degrees: Associates, Bachelors, Masters, or Doctorate; Post-Baccalaureate program of study; or pre-requisite courses required before entering into a degree program.

The scholarship may be used for education-related expenses at any accredited college or university. The scholarship does not apply to summer classes. Scholarships are awarded for an entire academic year, and students may re-apply for another scholarship the following year.
