Eligible students must have financial need, a grade point average of 3.0 or above, and ACT score of 19 or higher. The scholarship can only be used at partnering colleges and universities. Financial need is defined as family taxable income of $75,000 or less and assets in the low to moderate range.

Students selected for scholarships are those with high academics and leadership qualities demonstrated through participation in extracurricular activities and recommendations from teachers. The amount of scholarships awarded each year depends on donor contributions. In 2014, a total of 126 scholarships were awarded.

Wallin Education Partners was created in 1992 through the generosity of Winston and Maxine Wallin. They began the scholarship program at South High School in Minneapolis in order to help promising students from low- and moderate-income families. The program extended to other locations. The scholarship program works with high schools and colleges to identify outstanding high school students and colleges and universities that help students gets maximum financial aid for college.

The deadline for this scholarship is usually in MARCH of each year, and the award amount is usually $16,000.
