Applicants must have a GPA of 3.40 or above and be U.S. citizens or permanent residents. They must also reside in one of the states where there are Asian Pacific Islanders for Professional and Community Advancement (APCA) chapters, including Arizona, California, Colorado, Florida, Georgia, Hawaii, Illinois, Indiana, Michigan, Missouri, Nevada, New Jersey, Ohio, Texas, Washington, Wisconsin, and the Washington, D.C. Metropolitan Area.

Each year, 28 national scholarships are awarded. The annual, non-renewable scholarships are awarded to not only to children or dependents of APCA members, but also to students who reside in areas where APCA has chapters.
The scholarship is sponsored by APCA, a non-profit, employee resource group of AT&T Inc., dedicated to promoting diversity throughout the company and AT&T communities.
The deadline for this scholarship is usually in JANUARY of each year, and the award amount is usually $2,000.
